Together these facilities operate 24 instruments for neutron scattering research, each year carrying out in excess of 1,000 experiments in the physical, chemical, materials, biological and medical sciences for more than 3,000 visiting scientists. The Neutron Sciences Directorate is seeking a qualified scientific data analyst to serve as a primary liaison among scientists, NScD, ORNL, and Department of Energy (DOE), Basic Energy Sciences (BES), to enable NScD to produce high impact science. Major Duties/Responsibilities Work with NScD division directors, users, instrument scientists, and DOE, to analyze, summarize, and report the results of NScD activities in a manner suitable for effective management of current resources as well as identification of targets for future investments. Major tasks and responsibilities will include: - Collect and analyze publication results from experiments conducted on NScD beam lines; this includes Identification of publications, including those of high impact, with analysis by instrument, facility, instrument type, participating organization, and date - Survey NScD users, after completion of experiment, using standard DOE-BES questions, concerning satisfaction with NScD staff and resources - Analyze, maintain and optimize the collective user system from user proposal to user publications - Benchmark other neutron and related user facilities, as appropriate, for comparisons in areas such as publications, budget items, construction plans - Maintain, update, and enhance existing reports, and implement best practices with regards to report design and delivery; run tests to assure data integrity - Examine the community of beam line requestors and identify growth areas to help establish successful methods of engagement for new communities - Determine output tied to past Laboratory-funded initiatives such as LDRD or NScD programmatic beam time awards - Gather and effectively integrate appropriate information for DOE reports and reviews - Identify and summarize NScD interactions with other ORNL resources (including research divisions, user facilities, energy frontier research centers (EFRC), etc.) - Contribute to investigating and resolving diverse complex problems utilizing both known solutions and/or developing original or new solutions - Recommend process/customer service improvements, innovative solutions, policy changes and/or major variations from established policy that must be approved by appropriate leadership prior to implementation - Communicate effectively both verbally and in writing with NScD users, managers, and staff, and DOE - Ensure compliance with environment, safety, health and quality program requirements - Maintain strong commitment to the implementation and perpetuation of values and ethics - Assist staff and occasionally perform tasks outside of primary assignment - Participation in user group meetings/conferences and travel will be expected occasionally to benchmark other laboratories and user facilities Qualifications Required BS degree in science, data analysis, operations research, statistics and 5 or more years of related experience. Must have strong analytical and problem identification/resolution skills. Must have excellent interpersonal skills and communication abilities to work with both internal and external customers at all levels. The candidate should demonstrate the ability to understand complex business and organizational issues. Must be able to work independently, in a fast-paced, complex, and constantly changing research environment. Demonstrated ability to handle numerous tasks simultaneously and work under time pressure is a necessity. Strong customer service skills and proven ability to work with both internal and external customers at all levels is required. Must have experience working with information of a business sensitive nature, with proven ability to meet this responsibility in a professional and ethical manner. QUALIFICATIONS DESIRED: - BS degree in science, data analysis, operations research, statistics and 8 or more years of related experience is preferred - An MS degree in science, data analysis, operations research or statistics is preferred - Previous experience at a user facility or previous DOE experience is preferred Employment Status Full-Time This position will remain open for a minimum of 5 days after which it will close when a qualified candidate is identified and/or hired.
